A declaratory judgment action has been filed in federal court by Lois Alt, in which Ms. Alt seeks a declaration that the runoff from her farm is agricultural storm water and is not subject to permitting under the Clean Water Act. I have had to dress in a lot of protective gear when visiting industrial sites, but I don't think I've had to cover up more than when I visited Ms. Alt's poultry-growing operation. Full body suit, hairnet and booties. It wasn't to protect me from the chickens, it was to protect the chickens from me. And the gear was required even if I didn't go inside the houses.
